Born in 1977 in Ufa. In 1999 he graduated from the Ufa State Aviation Technical University with a degree in State and Municipal Administration. He is a candidate of sociological sciences, associate professor. From 1994 to 2008 he worked in various positions in the Ufa City Administration. In 2008-2009, he was Chairman of the State Committee of the Republic of Bashkortostan on Youth Policy, from 2009 to 2010 - Deputy Minister of Youth Policy, Sports and Tourism of the Republic of Bashkortostan, from 2010 to 2011 - Head of the Administration of the Kirov District of Ufa. In 2011-2018 – Deputy Prime Minister of the Government of the Republic of Bashkortostan. In addition to his work in state authorities and local government, from 2002 to 2019 Sagitov was engaged in teaching in various positions at the Ufa State Aviation Technical University. In October 2018, he was appointed acting rector of the Bashkir State Pedagogical University named after M. Akmulla, and in September 2019 he became the rector of this university.

He has several state awards, honorary titles, etc., including a Certificate of Honor from the President of the Russian Federation (2015), a Letter of Gratitude from the Committee on Social Policy of the Federation Council of the Russian Federation (2017), a Certificate of Honor from the Chairman of the Russian Geographical Society (2022).

He is the Chairman of the Council of Rectors of Universities of the Republic of Bashkortostan. Member of the United Russia party .

Accused of:

Public support for a full-scale Russian invasion of Ukraine in February 2022.

On March 4, 2022, the Russian Union of Rectors published an appeal in support of the so-called “special military operation ”, signed by several hundred rectors of Russian universities, including Salavat Sagitov. In it, the invasion of Ukraine was hypocritically justified by “increasing military threats” and “the pain of a long-term tragedy in the Donbass,” from which “logically followed” calls to “instill patriotism in young people” (and at the same time “strengthen the optimistic spirit” in them), “to serve as a support for the state”, “to support the country and the army” and “in the face of economic and information attacks” “to rally around our President” (who, it turns out, “made perhaps the most difficult decision in his life, a hard-won but necessary decision”). The address ended with a loud and stylistically completely “non-academic” slogan: “together we are a great force!”

In June 2022, Ukrainian President Vladimir Zelensky imposed permanent sanctions against the heads of several hundred Russian universities, including Salavat Sagitov.

Salavat Sagitov was included in the report “1500 Warmongers” compiled by the Free Russia Forum.
As a signatory of the aforementioned appeal, Salavat Sagitov bears direct responsibility for this act, which, of course, represents clear and undisguised support and justification for Russia’s aggressive war against Ukraine.
