Piskarev is the head of the State Duma Commission to investigate the facts of interference by foreign states in the internal affairs of Russia and the author of legislative initiatives aimed at combating civil society and non-systemic opposition. He initiated and introduced a bill banning the participation of Russian citizens and legal entities in the activities of undesirable organizations outside Russia. At the moment, 49 foreign and international organizations are on the list of undesirable organizations.. Ex-coordinators of the Open Russia movement Yana Antonova, Maxim Vernikov and Anastasia Shevchenko were convicted For cooperation with an “undesirable organization.” The defendant in the criminal case under Article 284 (carrying out activities of an undesirable organization) is an opposition politician and former executive director of Open Russia, Andrei Pivovarov, who was detained on May 31, 2021 at Pulkovo airport while trying to leave Russia.

Piskarev is a co-author of a bill prohibiting members and sponsors of organizations recognized as “extremist” from running for parliament. Thus, citizens of the Russian Federation may be deprived of the constitutionally guaranteed right to be elected on the basis of ties with organizations whose activities are considered extremist for political reasons.
