New Entries to the “Putin’s List”

The Free Russia Forum has expanded the Putin’s List — a register of individuals who support and implement the Kremlin’s aggressive policies, the war against Ukraine, and repressive measures inside Russia.

Representatives of the Military-Industrial Complex and Big Business

1. Ivan Antsev — Executive Director of JSC NPP Radar MMS, a Russian company producing unmanned aerial vehicles (UAVs). Among its products are non-military UAVs that have also been supplied to the Russian Armed Forces for use in Russia’s aggressive war against Ukraine. Radar MMS operates under state contracts and cooperates with Russia’s defense-industrial sector. As Executive Director, Antsev exercises full control over the company’s activities, thereby supporting and implementing actions that undermine Ukraine’s sovereignty and territorial integrity.

2. Vasily Brovko — Director for Strategic Research and Communications at the state corporation Rostec. He is responsible for the corporation’s information technology and public relations sectors, including managing the public image of Rostec’s CEO Sergey Chemezov. Rostec is a key enterprise within Russia’s military-industrial complex, producing equipment and technology used by the Russian Armed Forces in their war of aggression against Ukraine.

3. Evgeny Dronov — Head of JSC Tula Machine-Building Plant (Tulamashzavod), a defense enterprise manufacturing anti-aircraft and artillery systems, including the Kashtan and Palma complexes, as well as 30-mm cannons such as the GSh-6-30 and 2A72, installed on BMP-3, BTR-80A, and other combat platforms. The company’s products have been actively used in the war against Ukraine.

4. Igor Zyuzin — Major shareholder and Chairman of the Board of Directors of PJSC Mechel. Zyuzin’s business interests are tied to the coal, metallurgical, and energy industries, which provide significant revenues to the Russian state budget and thus contribute to financing the Kremlin’s aggressive policies.

5. Dmitry Lelikov — Deputy General Director and member of the Board of the state corporation Rostec. As one of the senior executives of a key defense enterprise, Lelikov bears responsibility for supporting actions that threaten Ukraine’s sovereignty and independence.

Judges and Prosecutors Involved in Repression

6. Igor Nikitchuk — Judge of the 2nd Western District Military Court. Sentenced nuclear physicist Ruslan Shadiev from Sarov to 18 years in prison for alleged donations to the Russian Volunteer Corps (RVC) and the Freedom of Russia Legion.

Representatives of the Penitentiary System

1. Maxim Prilepsky — Head of Correctional Colony No. 5 (IK-5) of the Federal Penitentiary Service (FSIN) in the Oryol Region, where political prisoner Mikhail Kriger is being held.
He created and maintained a system of torture-like detention conditions, repeatedly placing political prisoner Mikhail Kriger in punitive isolation (SHIZO) under fabricated and arbitrary pretexts.
